Have everyone that has a working cellphone pay an extra dollar a month for a school fund. The counties would get this money direct.The split would be by mailing address. your billing address is in Orange county, then they get the dollar, mailing address Volusia county they get the dollar etc etc. I think if you have a cell phone you can afford 25 cents a week even Skid could pay the 25 cents.
